Paying for the War

1.       South did not want to raise taxes-felt many states would quit if they were taxed

a.       Raised income by selling war bonds

2.       North- War cost 1.75 million per day to fight

a.       Created the first income tax in the U.S.

b.      Increased the standard sales tax

c.       Sold war bonds

d.      Created the legal tender act (1862)

e.      Issued green paper money known as green backs

War Strategies

1.       North’s primary goal was to restore the Union-devised a three part strategy

a.       Capture the confederate capital of Richmond Virginia.

b.      Gain control of the Mississippi River to effectively cut the confederacy in half

c.       Institute a naval blockade of the South effectively cutting off foreign imports and exports

2.       The south hoped to capture Washington and invade the North as a show of force.

a.       They hoped a successful offensive strike into Maryland, Pennsylvania and even Washington D. C. would shatter the Northern Morale and make the North give up.

b.      They also hoped to disrupt Union Communications and win European Support to bring a speedy end to the conflict.  The longer the war lasted the bigger the advantage for the North.
